Fix treesit-node-at wrt local parsers

* lisp/treesit.el (treesit-node-at): Don't compute language at point
first.  Because treesit-language-at uses treesit-node-at with a
language argument. Only call treesit-language-at when PARSER-OR-LANG
is nil.
